is this one of those ad services where a pop up appears when you hover over the word? because i hate those with a vengeance as a consumer!

It appears great. I run a millennial-centric news website from India. Users are mostly from India and then the USA, UK, etc. I get 70K-100K organic posts views per month for now and I am expecting it to increase considerably in coming months. 70-80% of these views are coming from mobile devices.
Will be eligible to register here? If yes, how can I register? Will it work only when the website is viewed from mobiles or does the ad get displayed on the desktop as well?
Can I use it with Adsense and revcontent?

As Clickky Monetization Platform is tailored for mobile usage, the ads will be displayed only when the website is viewed from mobile devices. You can use Adsense, Revcontent, or whatever other platform with it as well.

I just tried signing up, but it appears that there are some issues on the login page. Even after resetting my password multiple times successfully, whenever I try to login. It says, my email or password is wrong.

I would suggest using a small percentage of in-text ads to make sure the site works smoothly. We recommend to never cover over 10% of the text but it's even more user-friendly if you stick to 5%. I would not personally want to read an article full of links, just a few.

As for CPM/CPC question, I was asking about all those ad-types which can be used on a website.
Yes, it's true that India has large mobile users base. I also most of my visits from mobile users.
Yes, you are right. I thought I am signing up for the first time, but then I noticed that I have already tried to sign up a month back through traditional publisher solution platform and since the activation link went to the SPAM folder, I could never activate it.
I have already explained all the issues to Julia B on Skype. I am sure she will make things correct till tomorrow.
Also, it appears that there are multiple issues of SSL vs. Non-SSL page links there on your site. For example, the password reset link that I received was a non-SSL link.
When I manually inserted the https, it still works, so the issue is with the redirection. ( You need to set a rule to redirect all the non-SSL link to SSL link automatically and also need to search and replace all mentions of HTTP:// with Https://
