In my view there Brave Ads differs as it still works with Ads.
Scroll seams more similar to Coil. Even it seems to be more massadoption-ready because it works on any browser which is a big pro.
But at both apps in a certain the story is still a "about ads"
What I like about Coil is: it is more like a "internet subscription" like netflix for internet-content. Ad's are not even a topic in this scenario. At least this is what I prefer.
