Looks like it doesn't involve Apple. They are distributing it ad hoc with something probably like Fabric. They probably create builds with a rotating development certificate or something shady like that
Jailbreak without Jailbreaking. Not sure if Apple will allow this for long. With this service you can modify and tweak apps already downloaded in the app store (eg enable Vine to download videos to your camera roll)
Per TechCrunch, it'll be a $3/month service. And:
"The way the system works is by first installing Extensify through a configuration profile on your device. After Extensify is trusted, you can browse its app store to download the tweaks. The app sends a request to the iTunes App Store, downloads a fresh copy of the host application, repackages the app with the tweaks (called “exos” in Extensify), then sends the request back to the device and sideloads the application."

This is not fair to people who actually jailbreak. I love Phantom but only because none of my friends have it. That's what makes it special. I know the developer wants to make more money (and that's great) but I'm selfish of Phantom.
I feel the menu on the website is pointless as its a scroll to one but hopefully there will be a tweak for adding more watch faces to android wear for iOS
This is a cool idea and a great way to get around Apple's restrictions. However any jailbreaker who's familiar with the scene knows most of the value from tweaking lies in extending SpringBoard (the iOS shell, or "home screen app") rather than app store apps. The vast majority of tweaks on Cydia are targeted towards that and would not be applicable to Extensify. That being said I'm sure some people will find this useful, assuming it stays around for more than a few hours from now ;)
I'm very curious as to how this works. How is this thing altering the IPA files from the iTunes store (such as snapchat?). This is definitely going to be taken down by Apple. What if any of these so called 'exos' had malicious code - outside of Apples walled garden? Not going to last.
I think you should remove the word "dumb" from " dumb simple setup" on the site. It sounds negative...Why not just "simple setup" or "incredibly simple setup", etc.?
This app was probably not easy to bring to this level of features and polish, marketing etc. Nice to see courageous people taking risk.
Best of luck guys !
