I was hoping to see some comments rather than likes to be honest. I usually rely on the graph algorithms of LinkedIn. It suggests people I should be connecting to. Apart from this, I like to meet people in the meetups and then connecting with them on LinkedIn.

Improve the touch points with specific community. I focus on indie hacker community, so, - I engage with the community daily ( it's not important to engage with specific person daily, as long as you're engaging with community they'll see your posts ). - and then some posts to add some more touch points. - and eventually when someone becomes familiar, just jump on DM, saying hi and progress conversation further. that's how I usually do :)
