I am the process of releasing a low-code app builder for created Augmented Reality, Live Streaming and Video Conferencing solutions with ease. I am focusing on a really comprehensive API for developers. How can I jump start a developer community?

I would start locally with meetups. Meetup.com is still my main source of information about dev community, even after covid ;).

We have had some luck with our Discord server. There are a number of users who report bugs and have suggestions on making the product better. There are typically about 20-40 people online and short discussions form around someone's suggestion. It is a low pressure way to gather feedback, and really rewarding when users help each other solve a problem.
