Each project requires an individual approach. If a product lives for more than half a year, it starts to acquire a skeleton in the form of different number of cards and list items. Of course, it is ideal to start creating a design library from day one, but it is better to let the designers create the soul of the project, and then pack the project into clear and precise guidelines.
And of course it is better if at least one dedicated person is responsible for the design library, who in addition should maintain documentation on how all the elements work and this document should be publicly available to everyone. Then there are chances that the design library will be supplemented with only necessary elements, and not try to expand for each new task.
