Giphy just released a simple web-based tool to create gifs. Just drop in a youtube link and you can easily create a gif.

This is great! helped me make my first. I'm curious if the gif created actually goes into the giphy database and will come up in search results too. That would be awesome

Cool, I just tried it out and noticed you have the option of GIF and optimized HTML5 video. Does the latter format only appear on Facebook and Twitter?

Hey! I’m a product manager at Giphy. Giphy GIF links are actually supported on both Facebook and Twitter. We provide the HTML5 video as another option, just in case you need an optimized video for another site or app.
