Made this as a joke project, but like the kinda joke that isn't really a joke. Write a bunch of tweets and run ads towards it (instead of global, you might target very specific niches in your own country for higher retention/real followers). Downside: expensive. Organically, you can follow a bunch of people you like and interact and comment on a bunch of stuff. Downside: very time-consuming.
