You've had lots of good responses already, so just a small suggestion from me: be ready to handle the influx of beta testers before going live.
This means that if you're implementing the advice others have given (A/B testing, NPS, developing personas), make sure the processes for doing so are streamlined beforehand. As someone else mentioned, only taking as many people as your team can handle...

I would start by identifying what you are uniquely qualified to speak about. What is your niche or expertise? Then apply this to relevant trends in the broader industry, current events, etc.
Example: I work at a company building an app to help people enhance their focus throughout the day. Most of the team are neuroscience PhD's and we're funded by the NIH.
So, there's our niche. Now we'd look...

It sounds like you're looking for a fast, efficient, AND free solution, which is tricky. Here's a low-cost option we're using: we run mTurk surveys as part of our market research. We include a question in the survey that asks whether they would be interested in early access to our beta. Conversions have been decent, definitely cheaper than running Google Ads.

I can share what we are doing at a very early stage: we're using surveys (like mTurk) to do our customer discovery, and have found that by including a question like "would you be interested in trying our app?" we can get decent conversion into beta testers. Whether this will turn into actual "early adopters" is another story.
I've been working on the problem of how to keep these folks engaged...
