Low participation in ad networks?

I'm launching a Bitcoin-only co-operative ad network and I stumbled upon this report which says only 33% of website participate in making money with their website using any of these major ad networks. Why do you think the participation and market penetration is so low considering these are some of the biggest/best companies? w3techs.com/technologies/overview/advertising/all
