Which Speech to Intent service for Virtual Reality (android)?

The selection shouldnt be based on cost, but on functionality. Im building a VR game, The game is simple, you see a situation and I ask you "what would you do?" - then you say something and based on the text, a command would be triggered. . At the moment I feel I need Speech to Intent, and not Speect Recognition.. as speech to intent would be more flexible while solving the challenges.
