Do you need an R&D department or an outsourced remote team? (Ukraine and worldwide based)

Hi everyone, I'm the CEO of Mirko Solutions IT company in Ukraine. We specialize in outsourcing and staff augmentation. Due to the recession and global crises, the market needs are changed. I know there are many startup founders, so what are your thoughts in regard to outsourcing?
