I think that the best answer here is Fast, Cheap & Good, but usually it's not possible 😁
Of course, it all depends on your goals, but if we are talking about MVP, the right answer is Fast & Cheap, so you can validate your idea and understand whether it suits the market or not?
P.S. Also it's necessary to consider the specification of your Startup. If you are making software, so may be the best option for you is Fast & Good or Cheap & Good 🤔
