Finding the first few was tough. Then it was all via referral.
Currently we are 40+ at RaftLabs.

Our founders meet at the previous company they worked together in Malasia and I came as intern and in the end, stayed as a full time employe :)
Optimized Toolbox
The best way is to your colleagues from work who you know work hard and get things done. Otherwise, networking is another option.
One delegation at a time.
First thing is to find a co-founder imo, that can compliment the skills you lack and pick up that slack.
Next is based on the business goal, if product is still being developed get some help and have an MVP ready to showcase it to the world.
Once you have a product (MVP/Prototype) next is sales/marketing and bring someone onbaord you can help to exactly that - or help you with the same.
Keep each person you hire well connected with you. All your first employee will be the one who would be most loyal to you and who you can trust when you scale!
Networking and referrals can be helpful in finding potential team members.
