There are some ways to do it. First is listening to customers and feedback, and the other is realizing where your application is going and what you want your application to be. If you have a vision of what your app is going to be, implementing a new feature has to be part of the core of that vision.

I do it differently.
I run my feature selection kinda like an NFL coach scripts their first 15 plays.
The list is long. As I get closer to launch the list has things checked off and priorities changed.
Perfect example is we moved ChatGPT for search and creative studio up to the top of the list before launch.
This is going to sound a little wrong, but sometimes the customer doesn’t know what they want or need until you create it for them and show them something that makes them more efficient.
As the product matures, customer feedback often becomes the catalyst for improvement.
My personal method (not for everyone) is that the focus is to stay focused on the vision of the product. The problems the product was created to solve need to be implemented before getting sidetracked by customer 1-offs.
A mix of research and competitive analysis aligns new features with user needs and market trends.
