How do you decide WHEN to add translations to different languages?

If your product can be used by different people all around the world, how do you decide WHEN to add translations to different languages and HOW do you choose the languages?

When users are required for sure!

In our case we starts last month with that to have a small version of Edworking in  Spanish, French , Portuguese, and German.

And of course,  Everything makes sense if your business is ready to scale in this market.
