How to encourage staff to join every activity, especially the IT department?

My company is a technology company. The employees are quite quiet, only need to go to work after going home, don't want to participate in the company's common activities such as seasonal events, team building. How to stir up and reach your employees and entice them to be more vibrant and connected?
