To some extent, yes. But it also comes with a cost. Some users would just stop using Twitter. Instead of this act, they can make their targeted ads better, which could be a steady source of income. Look what Facebook, Instagram, and Tik Tok have achieved.

Probably not as people who have money to launch bots will have money to pay for their subscriptions and will probably drive more users from the platform. This idea is too drastic.
