Nowdays the niobio is in the BRICS..., so the best electric vehicles will be chinese.

Depends on many factors--i can think of the following:
1. Is the size and type of vehicle you want available? Most EVs are still small cars
2. What is your Total Cost of Ownership? EVs will cost less than gas-powered vehicles over their lives (say, 5 or 10 years) but will cost somewhat more upfront. Your country's incentives for clean energy purchase should also be factored in
3. What kind of range do you need? If you are in Luxembourg, and plan to drive mostly within there, that is one consideration. If you are in the US or China and expect to drive coast-to-coast, you will need to make sure you can stay fully charged
Other considerations?
I believe that the electric cars are our common future, regardless of what we think about it) and we are in phase when it can't completely exchange gas cars, but it's usual story - people will make it better and better over time and at some point it will be common
