Developers I'd say, specially when they spend their time on non-differentiating problems, such as setting up a server, ci/cd, monitoring, issue tracking instead of building the product.
We ran an app development studio for a while (before we made our own product) and from experience I can say the following things can influence the cost of a project:
Complexity of features: what type of functionality is required - a form filling application is going to be a lot simpler than one that implements computer vision for example.
Feature completeness: is it an entire platform or a simple MVP with one function. A lot of times clients want an entire platform made for their business and they don't appreciate the time and effort that is required to build out the functionality.
Type of technology: is it new and cutting edge tech or is it a known beast. With anything new there is going to be risk involved, there will be a prototyping phase where the engineers will need to work out the feasibility of what is being specified. This will mean the project can be more expensive and often the client will need to make some compromises. Stuff like VR/AR and Computer vision applications can often fall into this category.
The example of building a house illustrates the situation more clearly. The question βhow much does it cost to build a good house?β will lead to equally disparate answers covering different areas of the task implementation. The approach to the foundation alone can differ dramatically, not to mention the interior. However, this does not mean that it is impossible to understand the cost of developing a mobile application; you just need to approach it systematically.
