    It's effective if it's not 100% cold. As in, has the person at least taken the time to research who I am and what I do?

    It's one of the oldest and very effective methods of reaching out to people, talking to them, getting their feedback, and/or collaborating with them. Today, with many marketing strategies, people miss out on this, but cold email/direct message (DM) is a good and effective strategy.
